Colorado Enterprise Fund (CEF) is a non-profit institution that makes loans to small businesses. CEF loans to those businesses that may not qualify for conventional bank financing. Loan amounts range from $1000 to $150,000 with terms of 1 to 6 years. CEF targets those businesses that face some kind of disadvantage which make traditional financing difficult to secure. CEF borrowers are eligible to receive special assistance through management consulting by professionals in the areas of finances, marketing, operations, legal matters, etc.

The Colorado Institute for Technology Transfer and Implementation (CITTI) assists creative individuals in transforming technological ideas into economic opportunity. CITTI's mission is to support economic development by providing technology-centered enterprises with access to capital and business information, with an emphasis on sectors recognized as critical to the regional economy. CITTI serves as a bridge between the intellectual resources of the University and the high-tech community, focusing on technology development consulting in the areas of engineering, technology, and finance; information sharing on the topic of technology development; and support for technology transfer. Interdisciplinary in design, CITTI facilitates technology transfer and stimulates economic development through: workshops, forums, symposiums, conferences, research, publications, and pilot implementations.

The Office of Economic Development and Public Finance is responsible for economic development, and all major County debt financing. The main components of economic development includes the El Paso County Enterprise Zone, the Revolving Loan Fund, Personal Property Tax Credits, and other business incentives. Debt financing includes general obligation and non-profit organization bonds.  All functions of this office are coordinated appropriately with other County, City, State, Federal, or private agencies.
